"The Council of Europe against online hate speech:
Conundrums and challenges"; Expert paper (MCM(2013)005) by Dr. Tarlach McGonagle, Senior researcher, Institute for Information Law (IViR), Faculty of Law, University of Amsterdam, background paper for the Council of Europe Ministerial conference in Belgrade in November 2013. The paper will be used as a non-EPRA reference document for the plenary session on Hate Speech at the EPRA meeting in Budva on Friday 6 June.
