Combatting hate speech in the media: OIF publishes practical guide

A comprehensive instrument of particular relevance for broadcasting regulators

On the occasion of the International Conference for the Dialogue of Cultures and Religions, held in Fez, Morocco, from 10 to 12 September 2018, l’Organisation internationale de la Francophonie - OIR (an international organisation representing countries and regions where French is a customary language or where there is a notable affiliation with French culture) officially launched a practical guide entitled "Combatting hate speech in the audiovisual media: standards, case law, good practices and case studies".

This guide presents the final results of a pilot project  coordinated by international expert Jean-François Furnémont in partnership with three member organisations of the network of the French speaking audiovisual regulatory authorities network (Réseau francophone des régulateurs des medias - REFRAM): the High Authority for Audiovisual Communication (HACA) of Ivory Coast, the High Authority for Audiovisual Communication (HACA) of Morocco and the Independent High Authority for Audiovisual Communication (HAICA) of Tunisia.

The main objectives of this pilot project are as follows:

  • Take stock of the definition of hate speech: one section of the report attempts to address the lack of a universally accepted definition of hate speech by better understanding the concept of hate speech thanks to the work of several institutions.
  • Compile all international legal and normative instruments on hate speech and highlight the main provisions relevant to the media and their regulation.
  • Provide an overview of the relevant case-law at the international level and in REFRAM Member States.
  • Develop a guide of good practices in promoting a culture of tolerance by the media and regulators.
  • Develop a digital library on hate speech that includes all relevant documents from the various institutions involved in hate speech.

In view of their specific roles and responsibilities, this guide is particularly relevant for media regulatory authorities but is also of interest for all the organisations concerned with issues related to the rule of law, democracy, fundamental rights and freedoms.
