Two Plenary Sessions will focus on how to ensure a sustainable ecosystem for media in Europe that is financially viable and offers a plurality and diversity of content:
-
The Plenary Session on 14 May will focus on the changes in distribution and consumption triggered by digital technologies and analyse the role that regulatory authorities play in documenting the changes of patterns in consumption, and in providing fair access to content and platforms.
Keynote addresses by Lluis Borrell (Analysys Mason) and Magdalena Malinova (TVbeat), will be followed by a panel discussion with Peter Davies, Ofcom (UK) and Philipp Metzger, OFCOM (Switzerland).
-
Reviewing current initiatives aiming to monitor the level of pluralism in the media will be the focal point of the Plenary Session on 15 May.
After a keynote speech by Dr. Marie McGonagle, a panel composed of representatives of the Florence-based Centre for Media Pluralism and Media Freedom and the Catalan regulator CAC will report on methodology and challenges of ongoing European and national projects to measure pluralism.
Three parrallel Working Groups will allow regulators to discuss issues more in-depth:

The first WG will look at the definition of the public service remit in the digital era and financing issues.
We are expecting a lively session with input from the European Institute for Media Law (EMR), the European Broadcasting Union (EBU/legal – EBU/MIS) and regulators from Ukraine (NCRT) and Italy (AGCOM).
-
"Audiovisual Commercial Communications: Trends & challenges" will be the topic of the 2nd WG.
Wg2 will feature presentations on issues of scheduling of advertising, commercial communication on VoD-platforms and self-promotion by representatives from Dutch, Belgian (CSA) and British regulators.

The third WG on "Regulators & Research" will focus on an issue of collecting and analyzing data, to provide an evidence-base for regulators to better meet policy goals:
WG3 will start with a presentation by Prof. Manuel Puppis, University of Fribourg and feature presentations by the British and Norwegian regulators.
