On the occasion of OSCE’s conference “Internet 2013: Shaping polices to advance media freedom” which took place on 14-15 February in Vienna, the EPRA and the European Audiovisual Observatory (EAO) were invited by the Representative on Freedom of the Media Dunja Mijatović, to jointly organise a session on the regulation of new media services.

The session addressed the following key questions:

  • What are the challenges of regulating new media services such as on-demand services ?
  • Where must regulation stop because of the right to freedom of information?
  • Where is regulation needed in order to promote public interests such as pluralism and diversity of content ?
  • How to balance public and commercial interests through regulation within the limits set by human rights?

The panel discussion, which was moderated by EPRA Secretary Emmanuelle Machet, was composed of Susanne Nikoltchev, Head of the Department for Legal Information of the EAO, EPRA Chairman Jean-François Furnémont, ACT Director General Ross Biggam and Perspective Associates' founder Tim Suter.

The media freedom conference gathered more than 250 key policymakers and experts from throughout the OSCE region. During the two-day event participants discussed a wide range of subjects regarding freedom of expression online, including blocking and filtering practices, the fight against hateful speech, copyright online, new media services and liability for comments on news sites.
