The REFRAM, the network of French speaking regulatory authorities, met on 14-15 octobre 2013 in N’Djamena, Chad, for its third general assembly to address the issue of the governance of NRAs against the background of the challenges of democracy and digitalisation.
The purpose of REFRAM is to work towards the consolidation of the rule of law, democracy and human rights. It is a forum for debate and exchange of information on issues of common interest and fosters training and cooperation between its members. The permanent Secretariat is based at the French CSA (Conseil supérieur de l’audiovisuel).
The REFRAM comprises 29 media regulatory authorities from 28 French-speaking African and European countries as well as Canada. The recently created Independent High Authority for the Audiovisual Communication (HAICA) of Tunisia joined the network at the N’Djamena meeting. The Organisation internationale de la Francophonie (OIF) has observer's status.
