Further to the internal call for tender for a pilot project in favour of gender equality launched in October 2012 by the Francophone Network Media Regulators (REFRAM), the jury unanimously selected the project presented by the HACA, the Moroccan regulator on 8 March 2013. The project, which was granted 30,000 EUR  financial support, aims at developing standards to combat gender stereotypes and promote gender equality in the Moroccan media by involving all stakeholders, including civil society, and at systematically monitoring compliance with the standards.

The jury also decided to encourage the projects submitted by the CSLC from Congo - Brazzaville and the CNRA from Senegal by funding an exchange mission with the Moroccan HACA.

Gender Equality is one of the priorities listed in the REFRAM roadmap for 2012-2013. The pilot project, which is funded by the Organisation Internationale de la Francophonie (OIF), is in line with the Declaration on gender equality in the audiovisual media adopted by the Presidents of the REFRAM member authorities in September 2011.

Established in 2007, the REFRAM comprises 28 media regulatory authorities from 27 French-speaking African and European countries as well as Canada. It aims at establishing and strengthening solidarity and exchanges between its members. It is a forum for debate and exchange of information on issues of common interest and fosters training and cooperation between its members. Its purpose is to work towards the consolidation of the rule of law, democracy and human rights. The CSA of the French Community of Belgium holds the chairmanship for 2012-2013. The Organisation internationale de la Francophonie (OIF) has been granted observer's status.
