Taskforce adopted Guidance documents on evaluating MIL projects and on encouraging stakeholders’ engagement

The second meeting of the EPRA Taskforce for Media Literacy convened on the margins of the 48th EPRA meeting which took place on 10-12 October 2018 in Bratislava. Delegates from 28 EPRA members have joined the taskforce meeting - all at different stages of developing their own approach to promoting media literacy in line with their own duties and obligations.

On the occasion of this meeting and building on the previously adopted Guidelines on how to establish a national Media Literacy Network, the Taskforce adopted two new guidance documents:

• Top Tips for evaluating Media Literacy projects produced by Stephanie Comey (BAI, IE) and

• Top Tips on encouraging stakeholders’ engagement produced by Tone Gunhild Haugan-Hepsø (NMA, NO).

The Taskforce also reflected on the new provisions on Media Literacy that will be included in the revised AVMSD, and discussed possible funding opportunities as well as the on-going work on Media Literacy conducted by the Council of Europe’s Committee of Experts on promoting a favourable environment for quality journalism in the digital age (MSI-JOQ).

Timeline:

• In 2017, EPRA ran a biannual Working group on media literacy; its final outcome was the production of a comparative paper on "Media Literacy: Focus on the Role of Regulators", which i.a. highlighted that working in collaboration with other stakeholders was a priority for many regulators but that national networks of MIL were scarce.

• It is against such background that the Media Literacy Taskforce was set up by the EPRA Work Programme for 2018. The overall aim of this informal group was to exchange information and provide informal support and guidance to members of the EPRA network on media literacy related matters. The Taskforce's first objective was to produce guidelines on how to establish a national Media Literacy Network. Media Literacy expert Martina Chapman helped drafting these guidelines which were formally adopted by the participants in EPRA’s first MIL Taskforce on 22 May 2018.

• Along with the EPRA Work Programme for 2018, the mandate of the Taskforce will officially be over at the end of the year. However, due to the enduring interest of EPRA members for the topic, EPRA will continue to include Media Literacy in the scope of  its activities in 2019. More concrete information will follow soon.
