Promoting an evidence-based approach: French Regulator Arcom issues call for papers ahead of research seminar

Arcom, the French Authority for the regulation of audiovisual and digital communication, is organising its first research seminar on 17 November 2022 in Paris, with several thematic sessions moderated by guest participants or members of the Arcom board.

Ahead of the research webinar, Arcom is launching a call for papers addressed to the scientific community; Arcom welcomes applications from experienced as well as more junior researchers (PhD students, post-doctoral researchers), from France and abroad.
 

Research topics include (non-exhaustive list):

  • Economics of information and digital transformation of the traditional media
  • Protection of the public, issues of social cohesion and representation of society in the media and online platforms in the digital age
  • Regulation of online platforms, especially social networks
  • Economy of creation and production, and piracy issues

Research & Regulators: a virtuous circle
In the increasingly complex media environment, media regulatory authorities depend on a robust knowledge-base to fulfil their missions in an efficient manner. A reinforced collaboration with experts is a very valuable resource to understand and to anticipate changes which is essential for NRAs to allow them to provide relevant opinions to the government and take policy positions.

Best practices include notably
- Adapting areas of research (e.g. studies on algorithm impact, mechanisms and tools used by platforms to fight information disorder or online hate…)
- Cooperation with other authorities (data protection, competition, telecoms…)
- Sharing reports and analysis with other audiovisual regulatory authorities
- Collaboration with academics and external consultants
