New report on the independence of national regulatory authorities
The European Audiovisual Observatory, part of the Council of Europe in Strasbourg, has just published a new report on The independence of national regulatory authorities.
This new mapping report offers a comprehensive and timely analysis of how media regulators operate in EU member states, Norway and candidate countries part of the 2025 Rule of Law Report (Albania, Montenegro, North Macedonia and Serbia).
Upon request of the European Commission, this in-depth study explores the structural and functional independence of national regulatory authorities (NRAs) and how they autonomously safeguard media freedom and pluralism while adapting to the online environment. The report was drawn up based on contributions from national experts and checked by regulators from the EPRA network.
Contributing author Amélie Lacourt, Observatory Legal Analyst, provides a unique dataset of the legal, financial and operational independence of NRAs through a comparative analysis and national factsheets. As a result, the report highlights both trends and national specificities.
