Loudness on TV: Catalan Regulator takes steps

In line with the recent trend towards loudness normalization in several European countries, the Catalan Audiovisual Council (CAC) has recently been tackling the issue of sudden changes in volume on television during advertising breaks further to complaints from the public.

A working group led by the CAC has developed a self-regulating code that sets technical specifications to prevent sudden changes in volume on television. Signatories to the code include all public, private and local broadcasters in the region, as well as other interested organisations.

The code is a pioneering initiative in Spain. At the national level, a working group within the Technical Forum of TDT (Televisión Digital Terrestre) is investigating the possibility of introducing such technical specifications.

One of the CAC's functions is to promote the adoption of self-regulatory standards within the audiovisual sector. A monitoring committee has been established to oversee the implementation of the new code and ensure that it is being complied with. The committee will be composed of five members elected among representatives of the signatories. A representative of the CAC will also participate in the committee, with no voting rights.
