No, EPRA is not an EU institution. The EPRA is not financed by European subsidies either but through a yearly membership fee.
However, the European Commission (DG Information Society and Media), the Council of Europe (Media Division & Information Society), the European Audiovisual Observatory and the Office of the OSCE Representative on Freedom of the Media are permanent observers and may send observers to EPRA meetings.
